Classification: the grade a tender reads first

In Saudi Arabia, contractors are classified by field and grade, and government tenders above a value threshold require a classification certificate in the field of the work. The grade is assessed on the firm's technical, financial and administrative capacity: the completed projects and their values, the engineers and technicians on staff, the equipment owned, and the audited accounts. Contractors present the grade as the credential ('classified grade one') in every forum post and profile, and the certificate must be renewed, with the file halted on any expired document. A Civil Defence licence renewal can ask for engineers on staff in the same way. The UAE, Qatar and Kuwait run their own classification schemes through their municipal and works authorities, each with its own grades and files.

What it requires

• A classification certificate in the field of the work for government tenders above the value threshold
• A project record with contract values and completion certificates that supports the grade applied for
• Engineers and technicians on staff, with qualifications and registrations, in the numbers the grade requires
• Equipment owned or leased, listed with ownership documents
• Audited financial statements and a valid commercial registration
• Renewal before expiry; the file halts on an expired document
